We still still don't know why the flags are set on /bin/basename... Until I
understand where they are coming from, or what environment we see them, I'm
loathe to change anything...

The cmp || cp might work. I'll have to take a look...  We have a big problem
with bmake using the link time rather than the target of the link time for
rebuilding, so there's always a lot of noise in a world build to plow
through...
