Remove ${X11BASE}/lib/X11/locale/zh_TW.Big5/XLC_LOCALE check in
RUN_DEPENDS. Since we now have the correct patch in all of
x11/{XFree86,XFree86-4,XFree86-4-libraries}, its service is no
longer needed.
