There was a thread to something similar about this today in freebsd-security...

I believe if you type 'make PREFIX=/usr DESTETC=/etc install' in the bind 9.1
directory, everything will install where you want it to.

Although I could be wrong about the syntax....I think it's discussed in the
ports section of the handbook.
