After further observation, I think this might not be apache specific.=20

I have some cronjobs which execute /use/local/bin/php directly which are al=

exhibiting this issue. Which puts the issue possibly on php or something wi=
thin
the core system. Though given none of my other jails [with apache] are havi=
ng
issues, I'm going to lean towards it being php.
