I found a package 'Man2html' that appears to work quite well, despite
being a Bourne shell script!  I found it at:

ftp://ftp.hpux.cae.wisc.edu/hpux/Networking/WWW/Man2html-1.05.tar.gz

After some fighting with MCI's San Fransisco network bit bucket I
found the author's home page at:

http:://eewww.eng.ohio-state.edu/~jschrock

Note the URL on that page for newer source is wrong; use:

ftp://eeftp.eng.ohio-state.edu/pub/schrock/man2html-1.06.tar.gz
