The netscape X-prefs file live in:
	/usr/local/lib/netscape/Netscape.ad
You should be able to change it's settings in there.

Most X applications store their settings in:
	/usr/X11R6/lib/X11/app-defaults
You might be able to use any existing ones for reference.
