You seem to fail to understand what a stringent requirement this is.
Let me summarize:
"Nobody should be allowed to commit something to -stable unless
they can absolutely guarantee it will work on the first commit."
Viewed in this light, it is apparent this request will result in
NOTHING EVER GETTING COMMITED TO -stable. I assume this is *not* the
desired effect. ;^)
