After searching through bugs for similar signatures I've found https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=240944. In comment 23 there is an advice to disable LRO on igb driver, and that is exactly what removed the problem for me, no more multiple if_io_tqg_ threads consuming all CPU cores, even with torrent enabled.
