Got hit by this today, 2 days after updating to 14.4-RELEASE, but I don't use
dummynet, just plain ipfw+nat. After searching through bugs for similar
signatures I've found https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=240944.
In comment 23 there is an advice to disable LRO on igb driver, and that is
exactly what removed the problem for me, no more multiple if_io_tqg_ threads
consuming all CPU cores, even with torrent enabled.
I'm not sure what was the status of LRO before the upgrade, but at least for
now disabling it fixes the performance problem.
