I tested in QEMU with no disks and get:

No disks found.  If you need to
install a kernel driver, choose
Shell at the installation menu.

although this comes from a change long before this report:

Anyhow, I cannot reproduce this issue and in the absence of a backtrace or
reproduction details will close.
