Dummynet (used in ipfw pipes) is an option, and relatively easy to set up. See
`man 4 dummynet` and `man 8 ipfw`, as well as:

   http://info.iet.unipi.it/~luigi/ip_dummynet/

Or in lieu of dummynet, you could try ALTQ (alternate queuing) which is now
part of the kame project and coming along nicely, take a look at

   http://www.csl.sony.co.jp/person/kjc/software.html#ALTQ
