What this commit changes is to produce multi-threaded code by passing "-mt" to the compiler and that's what the gcc case already did. "-mt" is badly documented, i.e. doesn't show up in the output of `icc -help`, it's only vaguely "documented" in icc_issues.txt and triggers generation of thread-safe code in addition to linking the thread-safe libircmt instead of ICC's libirc.
