Oops - wrong message :-( I *meant*: Don't enter TERMINATE phase when IPCP says it's coming down (TLD). Wait 'till it's down (TLF), then enter TERMINATE. This deals with the fact that my wonderful ISP (Demon) has started sending IPCP config requests *after* we've both ACKd and entered the (IPCP) opened state.
