Hmmm. Can you try doing the same in parts?
$ CVSROOT=':pserver:anoncvs@anoncvs.FreeBSD.org:/home/ncvs'
$ export CVSROOT
$ cvs -q co -l src
$ cd src
$ cvs -q up -Adl contrib
$ cvs -q up -APd contrib/cvs
