Yes, your summary is correct.  Perhaps you could display two pairs of numbers
rather than one pair, the first pair relating to the current package only, and
the second pair being the overall count; i.e.:

1/4; 29/34; Deinstalling frobnitz-4.5.6_1...
2/4; 29/34; Deleting files for frobnitz-4.5.6_1: 100%
3/4; 29/34; Installing frobnitz-4.5.7...
4/4; 30/34; Extracting frobnitz-4.5.7: 100%

Even if steps for different packages get interspersed in the output, this would
at least make the overall total easy to track.  If this is too confusing,
perhaps it should be conditional on a "pkg install -v" option.
