No, it should not.  The OED defines `deprecate' as ``To plead
earnestly against; to express an earnest wish against (a proceeding);
to express earnest disapproval of (a course, plan, purpose, etc.).''
By contrast, `depreciate' means ``To lower in value, lessen the value
of.''
