Imagine the government beauracracy necessary to administer something like this. Consider the consequences, who gives the licenses, who establishes the criteria, who enforces, who makes the decisions, etc. Who will then protect you from retaliation if you published something this beauracracy didn't like. Sometimes it's good to think these things through. How many people are allowed to connect any computer they want to the public network, and cause harm to some or all the other users on that network. Kinda like driving a car, only the consequences aren't necesarily deadly. If you misconfigure BGP, you can effective screw up a large part of the Internet, this kind of power should not be given lightly.
