In /etc/rc.d/named, the argument -c is only passed via rc.conf's parameter "named_conf", when it differs from the default location:

if [ ! "$named_conf" = '/etc/namedb/named.conf' ]; then
                case "$named_flags" in
                -c*|*' -c'*) ;;         # No need to add it
                *) command_args="-c $named_conf $command_args" ;;
                esac
        fi

It would be better to always pass "-c $named_conf" when $named_conf is nonempty, this makes it easier to use bind from the ports (not replacing the system bind) without the need to set named_flags="-c /etc/namedb/named.conf" explicitly.
