Yes! :-)
He is approved as a new committer by core.

About opening cvs access, we were going to just wait someone
to open it up, but then today I heard from a core member that
usually the mentor open it up, and I am his mentor, so I
opened it.

He enough realize this code freeze situation and I think you
don't need to worry about it.
