Steps to reproduce:
$ grep ^py31[1-4]-poetry-core /usr/ports/INDEX-$(uname -K | cut -b -2)

There shall be an entry for each Python major version yet there is only one for
the default one which is currently 3.11.

Since INDEX does not sport these packages, pkg-version in its default mode of
operation that's INDEX based is blind to the missing packages, and believes
there are no outdated packages on the system.

$ pkg version --ports -vl\< | grep py31
py312-cssselect-1.3.0              <   needs updating (port has 1.4.0)
py312-maturin-1.11.5               <   needs updating (port has 1.11.5_1)
py312-poetry-core-2.2.1            <   needs updating (port has 2.3.0)
py312-urllib3-2.6.2,1              <   needs updating (port has 2.6.3,1)

$ pkg version --index -vl\< | grep py31
$
