It's the way almost every editor in the world functions.  Well, vim and
{x,}emacs do at least. :)  Also, see style(9).  Stating that we use a 2 space
indentation does not preclude using "optimal fill".  We use a 4 space second
level indent in code, but we don't use spaces to indent that entire line of
code.
