Searching the -doc archive, I found the solution:

hal:~/doc/sgml% sgmlfmt -d docbook -f html test.sgml   

Strangely enough, the ``-d'' option isn't documented in my -curent copy of
sgmlfmt(1).

I would say this is a bug.
