Read the manual page for passwd(5), under the "YP/NIS INTERACTION" heading.
(regardless of this, '+' isn't among the characters permitted in login
names. I don't know which particular standard specified this, but it's
fairly established now; consider e g the use of username+foobar@whatever
to turn one's mail addresses into a namespace of sorts.)
