It's disabled by default. The proper way is to login as a user who is in the wheel group and then su to root. It's also better to do this even at the local console. By default, no remote terminals are marked "secure" and thus are denied root login access. Why? Because they're not secure! To disable this security feature, go to /etc/ttys and mark the appropriate terminals 'secure.' But I would not recommend it.
