The cards presently used for video, they often have FM tuners in them, I
think they'll work, like my Hauppage card.  I don't have FM radio coming
in on the cable (like many do) so I've not tried it, but the tuner
electronics ARE there.

You *don't* want a receiver in your PC, unless you like static :-)
