I believe the VIO SCSI should be handled by the vscsi driver
(phyp_vscsi.c), but please correct me if I'm mistaken.  My only piece
of POWER hardware is my Talos II, so I'm unable to test PowerVM unless
Qemu is able to emulate that sufficiently.
