gnu/usr.bin/perl/perl doesn't.
gnu/usr.bin/perl/sperl does.
In the latter's Makefile you'll find this:
CFLAGS+= -I${.CURDIR}/../perl -DIAMSUID -DTAINT
suidperl works.
