Totfinn's rules for techno-standards:
1) any new techonological standard will be included in an Open Source
    project if:
a) there is documentation (freely) available
b) there is enough interest (ie. widespread use or advantages which
    isn't in existing standards)
c) there are enough developer resources available (one dedicated
developer who makes this work a priority is enough for some
    projects)
e) enough time passes

If any of the points above fails, the standard will not be included in
the Open Source project.

There are exceptions, of course.
