Unfortunately, no. Since emacs/Makefile includes it, the change will
end up with an error.
The current status of emacs-nox11 port is questionable to me. It
shows OPTIONS menu of emacs port. Is it intentional?
Sorry but I'm not sure how we can fix it, for now.
