While nobody "owns" /etc/rc (as with most components of the non-contrib base system), I think it would make a lot of sense for folks to pass their changes by dougb, who has put significant time and energy into this area, knows its weaknesses well and has an eye on its future. Peer review is mostly wise, and is even more so when someone makes him or herself available for review in a particular area.
