Couldn't you just either put NO_PERL in /etc/make.conf so that you continue to use the previously installed Perl, or simply install your own version in /usr/local/bin (or wherever) and teach your scripts and modules to look there. FreeBSD can't be all things to all people and keep the sysadmin load down.
