I've just noticed src/share/colldef; the map.* files contain the data we need for basic codeset conversion in an annoyingly similar format to the one we require. All that's needed is "CHARMAP" at beginning of file and "END CHARMAP" at end, and angle brackets around the first column (symbolic name).
