vs.

# pkg . . .

are very different for what context in involved.

What does:

# pkg -c /tmp/up repos -e

show?

For reference from "man 8 pkg" :

QUOTE
     -c ⟨chroot path⟩, --chroot ⟨chroot path⟩
             pkg will chroot in the ⟨chroot path⟩ environment.
