That does not appear to be the case.  Whois still shows the domain as=20
active.  Dig still resolves the host.  And traceroutes show the host as=20
still reachable from *some* locations in the world.  (See geektools.com)=20
It appears to be a partial outage affected by whatever route you happen to =

take.
