All the log shows is named starting/reloading.

It has then sent out NOTIFY messages, it will have also sent out refresh queries, which have triggered a zone transfer.
The zone transfered zone is then loaded triggering a second
	set of NOTIFY messages.

As to why it didn't hear from 207.158.72.11, one would first
check ns-a.lerctr.org logs to see if the NOTIFY was sent to
all the six slaves. Then check the log for the same time
on ns-b.lerctr.org. Note NOTIFY messages are queued for up
	to 5 minutes.
