I figured as much.  But the kernel build doesn't currently issue any
such warnings under 4.6-RELEASE-p1.  The following doesn't complain
during config:

# shared memory needs.
options         SYSVSHM
options         SHMALL=65536
options         SHMMAXPGS=262144

which is what tripped me up.  Making SHMALL=SHTMMAXPGS in the config
above got the desired results.
