These then become #defines in the kernel Makefile. If you are building to support loadable atapi drivers instead, then DON'T include "options ATAPI_STATIC". The Makefile for building the loadable drivers will define ATAPI_MODULE. The code you found is to create the ATAPI_STATIC definition in this case, where it doesn't otherwise exist.
