(10.3 and 11.0 are not yet listed). My impression is that in principle they would have liked to do a 9.4 but are unwilling to extend the life of the 9 branch. That is the *point* of the new/proposed 11 branch support lifetime, they want to be able to to late-life and wrap-up/final releases without extending the branch lifetime.
