If it is a PCI device then yes. We also have code to program Plug and Play devices . Suja Patel put it FreeBSD-ISA_PnP_June8.tar.gz which one can use to init PnP devices . Some PnP devices like the GUS PnP require further initialization so just because a device is Plug and Play compliant does not necessarily mean that the PnP algorithm will be able to fully intialize the device.
