devel/py-setuptools_scm and devel/py-setuptools_scm7 conflict.

This can result in cases where one cannot install some ports (if a port that
has a run-time dependency on a conflicting py-setuptools_scm is already
installed).

For example, x11-toolkits/py-python-xlib and devel/py-hatch-vcs are two por=
ts
that have the conflicting dependencies.  The former was just updated to dep=
end
on devel/py-setuptools_scm7.  py-python-xlib only has a build-time dependen=
cy
on py-setuptools_scm7, so that's not a case that prevents installing the po=
rt.=20
It only prevents building it in a tree that has py-setuptools_scm already
installed.  You can work around that by building py-python-xlib in isolation
(e.g., in poudriere).
