When the head revision sysinstall.8 was deleted due to moving to src/usr.sbin, CVS put the manpage in the Attic. It is the head branch that determines where a file lives. However the file is still alive on the RELENG_4 branch and isn't moving to src/usr.sbin [that I know of].
