If I remember correctly DNS servers round-robin that info, host is
probably just returning in the same order the server did.  Dig returns a
similar pattern of ordering.

$ host -t ns jeah.net
jeah.net name server NS1.jeah.net
jeah.net name server NS2.jeah.net

$ host -t ns jeah.net
jeah.net name server NS1.jeah.net
jeah.net name server NS2.jeah.net

$ host -t ns jeah.net
jeah.net name server NS2.jeah.net
jeah.net name server NS1.jeah.net

$ host -t ns jeah.net
jeah.net name server NS2.jeah.net
jeah.net name server NS1.jeah.net
