Probably unclear: I was only trying to cover controlling the
choice, not implementing it (which would use MK_WERROR).

Also probably unclear: I tried having both the old (NO_WERROR=3D)
and new (WITHOUT_WERROR=3D) notation in a src.conf like file but
the combination was rejected overall. Being compatible across
the change was not possible that way.
