I guess you could just boot up into single-user mode in that case, but I thought the historical reason for toor were for some things like that. It was not just that people didn't know how to change the shell for root... But I don't mind if it goes, because to me it does not seem useful until you set a password for it. And if you're going to customize the password file to set that password, then you can just as easily add whatever alternate-root userids that you personally want.
