Wait, did you mean to refer to mandoc ( http://mdocml.bsd.lv/ )?
That is what Ingo created. 
It is not the same as man.cgi, which was created by Wolfram Schneider (wosch@).

What are the problems with that script?
It is about 15 years old, but it is quite understandable Perl.
