Does this actually change a setting, or just reflect an existing default? 
If it changes a setting, this MFC was rather rapid--it's really easy to
introduce interoperability problems by modifying TCP parameters without
extensive testing.  If the setting wasn't changed, that probably could
have been more clear in the commit message.
