DISCLAIMER: I don't know what the hell I'm talking about.

While I can see how you came upon this interpretation by following that
anology,  I am pretty certain that that is -not- the case with DES.

I have never heard any of our trade people at cisco or NSA folks I've
talked to who deal with this crap raise an issue with importation of DES.
