You most likely need a <DIRECTORY> directive in your httpd.conf
Something like:
<Directory "/usr/local/test">
Options Indexes FollowSymLinks MultiViews
AllowOverride AuthConfig Limit
Order allow,deny
Allow from all
</Directory>
restart apache and see how it goes.
