Actually, it's not clear that this is the case.

Being in the public domain is completely irrelevant when it comes to the
ITAR.  Who said that US Govt. was logical?

Only if you live in California, and only if you have WC's lawyers.  If
you're a mirror site in the US, then Bernstein's judgement doesnt'
effect you, so you may be lable.

I think this commit is ill-advised.
