I'm confused. How does the Ports Framework know when to
use LLVM10 clang (bootstrap 8.10.7) vs. LLVM12 clang
(9.2.4)? (No system-clang use as far as I can tell.)

As far as I can tell, LLC and OPT and clang use have to
match for each of the two types of sub-builds --unless
there is no clang use at all. Mixing LLVM10, LLVM12,
and/or system-clang materials looks to be incoherent.
