Not every change makes it necessary to rebuild the package, e.g. a change t= o MASTER_SITE does not have to result in a rebuild of the package (if the package isn't there because it wasn't fetchable before, the cluster DTRT). Or the recent infrastructure change of the autotools part didn't made it necessary to rebuild all packages which use this feature.
